The project, backed by billionaire brothers Zuber and Mohsin Issa, has faced opposition, with Conservative Councillor Zak Khan stating that over 1,000 objections have been submitted. Opponents argue that the development would negatively impact the green belt landscape and increase flood risks.
An initial plan for an 85-acre site featuring 35,000 burial plots, prayer pavilions, caretaker facilities, and 752 parking spaces was withdrawn earlier this year following strong resistance. A revised proposal now includes 12,250 burial plots, a single funeral complex, and 356 parking spaces. However, critics maintain that the scale remains excessive and could alter the character of the area, the Daily Mail reported on Saturday.
A spokesperson for the Issa Foundation defended the initiative, stating, "Our charity is committed to supporting the communities we serve. We are proud to be part of the development of a cemetery in Oswaldtwistle—a vital community asset that meets an essential need and significantly enhances the current space."

They also highlighted the foundation's efforts to revise the project following public consultations: "Based on our public consultation earlier this year, we have significantly reduced and revised the scheme to appease the concerns of residents."
The final decision now rests with Hyndburn Borough Council, which will review the updated proposal before issuing a ruling.
