The Iran International Conference Center in Tehran hosted the event, which was attended by 10 heads of state and 20 ministers as well as parliament speakers and special representatives.

The presidents of Tajikistan and Tunisia, Emir of Qatar, prime ministers of Pakistan, Iraq, Syria, the Republic of Azerbaijan, Armenia and Georgia, head of the Organization of Islamic Cooperation (OIC), as well as parliament speakers, foreign ministers and senior delegations from 68 countries took part in the ceremony.
President Raisi, Foreign Minister Amir-Abdollahian, and their accompanying delegation lost their lives after the helicopter carrying them crashed in the northwestern province of East Azarbaijan on May 19, 2024. Their bodies were found on Monday after an extensive night-long search operation.
Iran is observing five days of national mourning with funeral processions for the victims scheduled in multiple cities.
